The European Commission has contracted Astrale GEIE to provide assistance to the LIFE Units (Unit E3 and E.4 of DG ENV) in the monitoring and evaluation of LIFE projects. The LIFE Unit staff oversee up to 840 ongoing projects at any one time, which requires additional support from external consultants.
The consortium's monitoring experts are assigned a certain number of open projects for which they are responsible for monitoring. This includes frequent contact with project beneficiaries and their partners, following up project deliverables and major projects milestones, field visits, assistance in the understanding of the LIFE regulations (based on specific contracts and Standard Administrative Provisions/Common Provisions rules), and implementation of good practices in reporting and project communications.
Each project report and output is evaluated by our experts and these evaluations are then processed by LIFE Unit staff. In conformity with the Standard Administrative Provisions/Common Provisions, monitoring experts are not authorised to take any decision on behalf of the Commission.
